Mr. Cline has over 35 years experience in the international oil and gas industry and has managed a large number of GCA’s engagements with national oil companies, governments and ministries in the Americas, Europe, Africa, Asia, and the Middle East.

Mr. Cline is the Executive Director of Gaffney, Cline & Associates (GCA). GCA is an integrated firm with offices in the North and Latin America, Europe, Asia and the Middle East that provides a broad range of technical, commercial and strategic advisory support to the private and public sectors of the oil and gas industry.

Mr. Cline has over 35 years experience in the international oil and gas industry and has managed a large number of GCA’s engagements with national oil companies, governments and ministries in the Americas, Europe, Africa, Asia, and the Middle East. Most of these engagements were directed towards the development, or improvement, of commercial and fiscal arrangements for linking private sector capital and technology with sovereign or public sector petroleum resources. He has advised a wide range of governments on oil and gas industry matters including Argentina, Brazil, Brunei, Canada, Colombia, Iraq, Kuwait, Mexico, Saudi Arabia, Trinidad & Tobago and Venezuela, amongst others.

Mr. Cline holds a BSc. in International Economics from the Edmund A. Walsh School of Foreign Service at Georgetown University and an M.B.A. from Southern Methodist University's Edwin L. Cox School of Business. He is a longtime member and Director of the Association of International Petroleum Negotiators.
